Rogun: Tajikistan Looks for Design, Procurement, Construction of 3,600-MW Hydroelectric Project

DUSHANBE (HydroWorld) – The agency developing Tajikistan’s 3,600-MW Rogun hydroelectric project invites expressions of interest in the design, procurement and construction of Rogun on Tajikistan’s Vakhsh River. Responses are due March 10, followed by pre-qualification applications March 31.

Tajik Deputy Energy Minister Poulod Muhiddinov last year affirmed the government’s commitment to develop Rogun. Utility Barki Tojik previously invited expressions of interest from consultants for procurement and construction of the project in 2012.

Construction began on Rogun in 1980, but stalled at the end of the Soviet era. It is among about 10 hydro projects, either operating or planned, in the Vakhsh River Cascade. The project includes a 335-metre-tall embankment dam, hydraulic tunnels of 1,100 to 1,500 metres, an underground powerhouse with six units, balance of plant and auxiliary equipment. A consortium of Tractebel Engineering France (Coyne et Bellier) and ELC Electroconsult Italy is providing technical assistance to project developer OJSC Rogun HPP.

OJSC Rogun HPP now invites expressions of interest in design, procurement and construction of Rogun, which is to be carried out under four engineering-procurement-construction contracts:

  • Lot 1: (Plant Contract) Supply, installation and commissioning of electro-mechanical equipment, four units of 600 MW each;
  • Lot 2: (Main Dam Contract) Construction of the main dam;
  • Lot 3: (Right Bank Structures Contract) Construction of right bank structures, hydraulic tunnels and spillways, stabilization works and hydro-mechanical equipment;
  • Lot 4: (Left Bank Structures Contract) Construction of left bank structures, underground structures, headraces, powerhouse and tailrace and hydro-mechanical equipment.

Firms may compete for any or all lots. The developer said tenderers will be invited to explore potential sources of financing, so experience in that area is likely to be part of evaluations.

OJSC Rogun invites expressions of interest by March 10 to Director I. Nasyrov, Project Management Group for Energy Facilities Construction (PMG) under President of the Republic of Tajikistan, at the address below. Pre-qualification documents may then be purchased. Pre-qualification applications are due March 31. Pre-qualified applicants will be issued tender documents.
