Kyrgyzstan and Tajikistan Negotiate on New Frontier Markets

BISHKEK (24.kg News Agency, Irina DUDKA) – Kyrgyzstan and Tajikistan negotiate on opening new near-border markets, free passing of mail transport and cancelation of migration cards. All these issues were considered at the 11th session of the Kyrgyz-Tajik Intergovernmental Commission for Complex Consideration of Bilateral Issues, held in Bishkek, Jun 15-16, 2012. Kalykbek Sultanov (قالی بیک سلطانوف) and Nizom Khakimov (نظام خاکیموف), heads of ministries of transport of two countries chaired this session.

The parties noted recommended local executing departments to create favourable conditions to increase volume of trade and economic turnover. As for intermutual events for 2012-2013, participation in exhibitions and fairs, business meetings, prompt exchange of information about commodities and companies.

Executive authorities were ordered to assist business circles in concluding contracts on mutual supplies of industrial products and experience exchange in light industry.

The National Electricity Grids of Kyrgyzstan OJSC and Barki Tojik (برق تاجیک) Open Stock Holding Power Company were ordered to provide near-border areas with reliable and quality electric power supply. As for sound water use, the Commission suggested continuing work in interdepartmental working groups.

Concerning transport issues, the Tajik side will consider free crossing of Kyrgyz-Tajik borders by mail cars providing relevant accompanying documents. To ease the procedures for international transport, they will speed up the common project on international highway service.

As for border cooperation, authorities of both countries have to establish new wholesale markets in frontier zones and establish orderly marketing.

The Ministry of Labour and Social Protection of Tajikistan will accelerate intrastate procedures bringing the Agreement on Migration Control and Protection of Migrants’ Rights into effect. The parties will consider issue on holding negotiations on order of registration of citizens of both countries in territory of Kyrgyzstan and Tajikistan.

As for frontier cooperation it was ordered to solve a question on putting a domestic passport and a birth certificate for minors into a list of documents for entry, departure and transit passage, migration and staying in the territory of both countries.

The Commission also told to consider the issue on cancelation of migration cards for citizens of Kyrgyzstan and prolongation of the period of their registration at arrival in Tajikistan on parity basis.
